So, basically, in the coding for Brawl which was put online by some Japanese guy in the asian version of 4chan, there is a character place-holder (designs for characters lack movesets and FS data. The character placeholders are about the same size as Sheiks) for Dr. Mario as a character. Also, Roy, Mewtwo, Dixie, some new characters I haven't heard of, and cel-shaded Zelda/Sheik.

To complete the data, you'd need something roughly the size of a packet commonly available on Nintendo's wifi.

 
Looks like maybe maybe maybe you can maybe sort of unconfirmedly download characters? No word from nintendo.
