The End of America

The United States is, as Noam Chomsky has said, a failed state.

The government no longer functions as a democracy, and has become authoritarian and largely chaotic.

In my opinion, there are two main reasons for this: the erosion of separation of powers and the breakdown of journalistic integrity.

 

On the issue of separation of powers, one could argue convincingly that the United States is run solely and entirely by the executive branch. The Congress has done absolutely nothing to stop the war (and did nothing to prevent it). It has done nothing to help the millions who live in poverty. It has failed to address the healthcare crisis. It has done nothing to ease the housing mess. The judicial branch has also become an idle, useless institution and has done nothing to stop the government's semi-official policies of torture and illegal spying. If anything, recent rulings have served to legitimize the Bush administration's abuse of power.

 

On the second point, I think the media have become nothing short of cheerleaders for those in power. Few journalists challenged the Bush administration's assertions that Iraq had WMD, and seemingly fewer still are willing to stand up to the administration today. They have failed to hold responsible those who lied to us, took us to war, and who are directly responsible for the deaths of hundreds of thousands of Iraqi men, women and children as well as more for American deaths than those caused by the 9/11/01 terrorist attacks. They are just as complacent about issues such global warming, poverty, and human rights violations. The mainstream media outlets are now almost completely controlled by powerful corporations which have profit in mind, rather than an informed and educated public.

 

I have little hope that things will change even after Bush leaves office. He and his gang of criminals are certainly responsible for much of this, but more than individuals, the problem lies deep within our institutions, as well as the corporate culture of this country. Changing course will entail a long and hard battle against the rich, the powerful, and the misinformed.

 
 
   
 

A Mystery In The Middle East

I subscribe to a financial newsletter, Outside the Box, of which John Mauldin is the editor.  Honestly, I don’t understand a lot of it, but I try to glean something helpful and increase my knowledge.  Once in a while, Mr. Maudlin publishes a piece by George Friedman with Stratfor, a civilian intelligence agency.  This article is lengthy, but it’s worth your time.

 

 

A Mystery in the Middle East

"The Arab-Israeli region of the Middle East is filled with rumors of war. That is about as unusual as the rising of the sun, so normally it would not be worth mentioning. But like the proverbial broken clock that is right twice a day, such rumors occasionally will be true. In this case, we don't know that they are true, and certainly it's not the rumors that are driving us. But other things — minor and readily explicable individually — have drawn our attention to the possibility that something is happening.

 

The first thing that drew our attention was a minor, routine matter. Back in February, the United States started purchasing oil for its Strategic Petroleum Reserve (SPR). The SPR is a reserve of crude oil stored in underground salt domes. Back in February, it stood at 96.2 percent of capacity, which is pretty full as far as we are concerned. But the U.S. Department of Energy decided to increase its capacity. This move came in spite of record-high oil prices and the fact that the purchase would not help matters. It also came despite potential political fallout, since during times like these there is generally pressure to release reserves. Part of the step could have been the bureaucracy cranking away, and part of it could have been the feeling that the step didn't make much difference. But part of it could have been based on real fears of a disruption in oil supplies. By itself, the move meant nothing. But it did cause us to become thoughtful.

 

Also in February, someone assassinated Imad Mughniyah, a leader of Hezbollah, in a car bomb explosion in Syria. It was assumed the Israelis had killed him, although there were some suspicions the Syrians might have had him killed for their own arcane reasons. In any case, Hezbollah publicly claimed the Israelis killed Mughniyah, and therefore it was expected the militant Shiite group would take revenge. In the past, Hezbollah responded not by attacking Israel but by attacking Jewish targets elsewhere, as in the Buenos Aires attacks of 1992 and 1994.

 

In March, the United States decided to dispatch the USS Cole, then under Sixth Fleet command, to Lebanese coastal waters. Washington later replaced it with two escorts from the Nassau (LHA-4) Expeditionary Strike Group (ESG), reportedly maintaining a minor naval presence in the area. (Most of the ESG, on a regularly scheduled deployment, is no more than a few days sail from the coast, as it remains in the Mediterranean Sea.) The reason given for the American naval presence was to serve as a warning to the Syrians not to involve themselves in Lebanese affairs. The exact mission of the naval presence off the Levantine coast — and the exact deterrent function it served — was not clear, but there they were. The Sixth Fleet has gone out of its way to park and maintain U.S. warships off the Lebanese coast.

 

Hezbollah leaders being killed by the Israelis and the presence of American ships off the shores of Mediterranean countries are not news in and of themselves. These things happen. The killing of Mughniyah is notable only to point out that as much as Israel might have wanted him dead, the Israelis knew this fight would escalate. But anyone would have known this. So all we know is that whoever killed Mughniyah wanted to trigger a conflict. The U.S. naval presence off the Levantine coast is notable in that Washington, rather busy with matters elsewhere, found the bandwidth to get involved here as well.

 

With the situation becoming tense, the Israelis announced in March that they would carry out an exercise in April called Turning Point 2. Once again, an Israeli military exercise is hardly interesting news. But the Syrians apparently got quite interested. After the announcement, the Syrians deployed three divisions — two armored, one mechanized — to the Lebanese-Syrian border in the Bekaa Valley, the western part of which is Hezbollah's stronghold. The Syrians didn't appear to be aggressive. Rather, they deployed these forces in a defensive posture, in a way walling off their part of the valley.

 

The Syrians are well aware that in the event of a conventional war with Israel, they would experience a short but exciting life, as they say. They thus are hardly going to attack Israel. The deployment therefore seemed intended to keep the Israelis on the Lebanese side of the border — on the apparent assumption the Israelis were going into the Bekaa Valley. Despite Israeli and Syrian denials of the Syrian troop buildup along the border, Stratfor sources maintain that the buildup in fact happened. Normally, Israel would be jumping at the chance to trumpet Syrian aggression in response to these troop movements, but, instead, the Israelis downplayed the buildup.

 

When the Israelis kicked off Turning Point 2, which we regard as a pretty interesting name, it turned out to be the largest exercise in Israeli history. It involved the entire country, and was designed to test civil defenses and the ability of the national command authority to continue to function in the event of an attack with unconventional weapons — chemical and nuclear, we would assume. This was a costly exercise. It also involved calling up reserves, some of them for the exercise, and, by some reports, others for deployment to the north against Syria. Israel does not call up reserves casually. Reserve call-ups are expensive and disrupt the civilian economy. These appear small, but in the environment of Turning Point 2, it would not be difficult to mobilize larger forces without being noticed.

 

The Syrians already were deeply concerned by the Israeli exercise. Eventually, the Lebanese government got worried, too, and started to evacuate some civilians from the South. Hezbollah, which still hadn't retaliated for the Mughniyah assassination, also claimed the Israelis were about to attack it, and reportedly went on alert and mobilized its forces. The Americans, who normally issue warnings and cautions to everyone, said nothing to try to calm the situation. They just sat offshore on their ships.

 

It is noteworthy that Israeli Defense Minister Ehud Barak canceled a scheduled visit to Germany this week. The cancellation came immediately after the reports of the Syrian military redeployment were released. Obviously, Barak needed to be in Israel for Turning Point 2, but then he had known about the exercise for at least a month. Why cancel at the last minute? While we are discussing diplomacy, we note that U.S. Vice President Dick Cheney visited Oman — a country with close relations with Iran — and then was followed by U.S. Secretary of Defense Robert Gates. By itself not interesting, but why the high-level interest in Oman at this point?

 

Now let's swing back to September 2007, when the Israelis bombed something in Syria near the Turkish border. As we discussed at the time, for some reason the Israelis refused to say what they had attacked. It made no sense for them not to trumpet what they carefully leaked — namely, that they had attacked a nuclear facility. Proving that Syria had a secret nuclear program would have been a public relations coup for Israel. Nevertheless, no public charges were leveled. And the Syrians remained awfully calm about the bombing.

 

Rumors now are swirling that the Israelis are about to reveal publicly that they in fact bombed a nuclear reactor provided to Syria by North Korea. But this news isn't all that big. Also rumored is that the Israelis will claim Iranian complicity in building the reactor. And one Israeli TV station reported April 8 that Israel really had discovered Saddam Hussein's weapons of mass destruction, which it said had been smuggled to Syria.

 

Now why the Bush administration wouldn't have trumpeted news of the Syrian reactor worldwide in September 2007 is beyond us, but there obviously were some reasons — assuming the TV report is true, which we have no way of establishing. In fact, we have no idea why the Israelis are choosing this moment to rehash the bombing of this site. But whatever their reason, it certainly raises a critical question. If the Syrians are developing a nuclear capability, what are the Israelis planning to do about it?

 

No one of these things, by itself, is of very great interest. And taken together they do not provide the means for a clear forecast. Nevertheless, a series of rather ordinary events, taken together, can constitute something significant. Tensions in the Middle East are moving well beyond the normal point, and given everything that is happening, events are moving to a point where someone is likely to take military action. Whether Hezbollah will carry out a retaliatory strike or Israel a pre-emptive strike in Lebanon, or whether the Israelis' real target is Iran, tensions systematically have been ratcheted up to the point where we, in our simple way, are beginning to wonder whether something has to give.

 

All together, these events are fairly extraordinary. Ignoring all rhetoric — and the Israelis have gone out of their way to say that they are not looking for a fight — it would seem that each side, but particularly the Americans and Israelis, have gone out of their way to signal that they are expecting conflict. The Syrians have also signaled that they expect conflict, and Hezbollah always claims there is about to be conflict.

 

What is missing is this: who will fight whom, and why, and why now. The simple explanation is that Israel wants a second round with Hezbollah. But while that might be true, it doesn't explain everything else that has happened. Most important, it doesn't explain the simultaneous revelations about the bombing of Syria. It also doesn't explain the U.S. naval deployment. Is the United States about to get involved in a war with Hezbollah, a war that the Israelis should handle themselves? Are the Israelis going to topple Syrian President Bashar al Assad — and then wind up with a Sunni government, or worse, an Israeli occupation of Syria? None of that makes a lot of sense.

 

In truth, all of this may dissolve into nothing much. In intelligence analysis, however, sometimes a set of not-fully-coherent facts must be reported, and that is what we are doing now. There is no clear pattern; there is no obvious direction this is taking. Nevertheless, when we string together events from February until now, we see a persistently escalating pattern of behavior. In fact, what we can say most clearly is that there is escalation, without being able to say what is the clear direction of the escalation or the purpose.

 

We would like to wrap this up with a crystal clear explanation and forecast. But we can't. The motives of the various actors are opaque; and taken separately, the individual events all have quite innocent explanations. We are not prepared to say war is imminent, nor even what sort of war there would be. We are simply prepared to say that the course of events since February — and really since the September 2007 attack on Syria — have been startling, and they appear to be reaching some sort of hard-to-understand crescendo.

 

The bombing of Syria symbolizes our confusion. Why would Syria want a nuclear reactor and why put it on the border of Turkey, a country the Syrians aren't particularly friendly with? If the Syrians had a nuclear reactor, why would the Israelis be coy about it? Why would the Americans? Having said nothing for months apart from careful leaks, why are the Israelis going to speak publicly now? And if what they are going to say is simply that the North Koreans provided the equipment, what's the big deal? That was leaked months ago.

 

The events of September 2007 make no sense and have never made any sense. The events we have seen since February make no sense either. That is noteworthy, and we bring it to your attention. We are not saying that the events are meaningless. We are saying that we do not know their meaning. But we can't help but regard them as ominous."

The American flag, the U.S. Constitution and the Bill of Rights have now been torn to shreads. "Rest In Peace (RIP)", Freedom and Liberty. RIP, "the experiment in democracy".

 

We have watched in dumb amazement (those of us who have realized what is really going on, that is) as for the past five years the Bill of Rights, the U.S. Constitution, liberty, and freedom have been step by step, systematically eviscerated, first with the so-called "USA P.A.T.R.I.O.T. Act (those who criticize it supposedly aren't patriots)", and then with the latest afront on domestic freedom and liberty, the "Military Commissions Act of 2006," also known among other names as the "Detainee Bill", passed by an almost completely cowed Senate in the dead of night on Friday, the 29th day of September, 2006.

 

Now NONE OF US is safe. Not civil libertarians, not dissenters, not protesters of even the mildest variety (as virtually everything is now considered "terrorism"), and not even those blind worshippers of the U.S. government or its agents; because, if someone decides they don't like you, or gets jealous or resentful of you, all they need do is CLAIM you criticized the government, defended "rights", felt that certain force used against someone was excessive, or committed some other equally innocent "perceived threatening conduct" (some of the federal government's favorite wording that they now use for those who exercise their inalienable, immutable, inviolable First Amendment rights of Freedom of Speech, Belief and Dissent to disagree with their government), and you will very likely be "disappeared" into custody, stripped of U.S. citizenship, and be interro(r)gated, intimidated, humiliated, terrorized, tortured, and/or very possibly murdered, all without "Due Process of Law" under the Fifth and Fourteen Amendments of the U.S. Constitution, or a fair, unbiased hearing, access to an impartial lawyer, court, judge, or jury; and, if you live through this process, you could be kept secretly imprisoned forever without access to ANYONE important to you. This is NO exageration WHATSOVER; and, if "We, The People" don't repeal this horrific law, or the U.S. Supreme court doesn't overturn it, this is the END of our Republic, of Democracy, and of ALL Liberty and Freedom in "the land of the free, and the home of the brave", and THE END OF ALL protection(s) from a capricious, out of control, dictatorial government.

 

So, you see, the inviolable freedoms and liberties that we have so taken for granted, and that most Americans now have so little understanding of the supreme importance of, much to our grave detriment, were not overturned by "Islamo-Fascist terrorists", nor by protesting, dissenting U.S. citizens, nor journalists critical of the government, nor any other equally illusory, contrived, manufactured, engineered, and/or U.S.-government-created, state-sponsored "enemy(ies)", agents, assets, patsies, bogeymen, infiltra(i)tors, disinfo-agents, detractors, distractors, naysayers, actors, shills, trolls, hackers, informers, spies, entrappers, and/or agents provocateur, etc., but this act of true terrorism was carried out by the very people in our own government who are literally sworn to uphold and protect the U.S. Constitution "from all enemies, foreign AND DOMESTIC", including from THEMSELVES and other tyrannical, 'absolutely despotic' (to loosely quote the Declaration of Independence) forces in that very government; and the vast majority of them have COMPLETELY failed us and thrown EVERY SINGLE PERSON in this great country OF OURS into limitless danger and threat(s) by that government to the very safety of EACH AND EVERY ONE OF OUR LIVES.

 

The following is very likely the best article on this subject that has thus far been written, at least as far as I am aware; and, therefore, I share it with you at this time to further clarify just how truly catastrophic, life-threatening and consequential the situation we are now in actually is for every single man, woman, child, and little baby in this entire country, and ultimately in this entire world.     I.

 

    It was a dark hour indeed (on Friday, September 29th, 2006) when the United States Senate voted to end the constitutional republic and transform the country into a "Leader-State," giving the president and his agents the power to capture, torture and imprison forever anyone -- American citizens included -- whom they arbitrarily decide is an "enemy combatant." This also includes those who merely give "terrorism" some kind of "support," defined so vaguely that many experts say it could encompass legal advice, innocent gifts to charities or even political opposition to US government policy within its draconian strictures.

 

 

    All of this is bad enough -- a sickening and cowardly surrender of liberty not seen in a major Western democracy since the Enabling Act passed by the German Reichstag in March 1933. But it is by no means the full extent of our degradation. In reality, the darkness is deeper, and more foul, than most people imagine. For in addition to the dictatorial powers of seizure and torment given by Congress on Thursday to George W. Bush -- powers he had already seized and exercised for five years anyway, even without this fig leaf of sham legality -- there is a far more sinister imperial right that Bush has claimed -- and used -- openly, without any demur or debate from Congress at all: ordering the "extrajudicial killing" of anyone on earth that he and his deputies decide -- arbitrarily, without charges, court hearing, formal evidence, or appeal -- is an "enemy combatant."

 

    That's right; from the earliest days of the Terror War -- September 17, 2001, to be exact -- Bush has claimed the peremptory power of life and death over the entire world. If he says you're an enemy of America, you are. If he wants to imprison you and torture you, he can. And if he decides you should die, he'll kill you. This is not hyperbole, liberal paranoia, or "conspiracy theory": it's simply a fact, reported by the mainstream media, attested by senior administration figures, recorded in official government documents -- and boasted about by the president himself, in front of Congress and a national television audience.

 

    And although the Republic-snuffing act just passed by Congress does not directly address Bush's royal prerogative of murder, it nonetheless strengthens it and enshrines it in law. For the measure sets forth clearly that the designation of an "enemy combatant" is left solely to the executive branch; neither Congress nor the courts have any say in the matter. When this new law is coupled with the existing "Executive Orders" authorizing "lethal force" against arbitrarily designated "enemy combatants," it becomes, quite literally, a license to kill -- with the seal of Congressional approval.

 

    How arbitrary is this process by which all our lives and liberties are now governed? Dave Niewert at Orcinus has unearthed a remarkable admission of its totally capricious nature. In an December 2002 story in the Washington Post, then-Solicitor General Ted Olson described the anarchy at the heart of the process with admirable frankness:

 

    "[There is no] requirement that the executive branch spell out its criteria for determining who qualifies as an enemy combatant," Olson argues.

 

    "'There won't be 10 rules that trigger this or 10 rules that end this,' Olson said in the interview. 'There will be judgments and instincts and evaluations and implementations that have to be made by the executive that are probably going to be different from day to day, depending on the circumstances.'"

 

    In other words, what is safe to do or say today might imperil your freedom or your life tomorrow. You can never know if you are on the right side of the law, because the "law" is merely the whim of the Leader and his minions: their "instincts" determine your guilt or innocence, and these flutterings in the gut can change from day to day. This radical uncertainty is the very essence of despotism -- and it is now, formally and officially, the guiding principle of the United States government.

 

    And underlying this edifice of tyranny is the prerogative of presidential murder. Perhaps the enormity of this monstrous perversion of law and morality has kept it from being fully comprehended. It sounds unbelievable to most people: a president ordering hits like a Mafia don? But that is our reality, and has been for five years. To overcome what seems to be a widespread cognitive dissonance over this concept, we need only examine the record -- a record, by the way, taken entirely from publicly available sources in the mass media. There's nothing secret or contentious about it, nothing that any ordinary citizen could not know -- if they choose to know it.


 

    II.

 

    Six days after the 9/11 attacks, George W. Bush signed a "presidential finding" authorizing the CIA to kill those individuals whom he had marked for death as terrorists. This in itself was not an entirely radical innovation; Bill Clinton's White House legal team had drawn up memos asserting the president's right to issue "an order to kill an individual enemy of the United States in self-defense," despite the legal prohibitions against assassination, the Washington Post reported in October 2001. The Clinton team based this ruling on the "inherent powers" of the "Commander in Chief" -- that mythical, ever-elastic construct that Bush has evoked over and over to defend his own unconstitutional usurpations.

 

    The practice of "targeted killing" was apparently never used by Clinton, however; despite the pro-assassination memos, Clinton followed the traditional presidential practice of bombing the hell out of a bunch of civilians whenever he wanted to lash out at some recalcitrant leader or international outlaw -- as in his bombing of the Sudanese pharmaceutical factory in 1998, or the two massive strikes he launched against Iraq in 1993 and 1998, or indeed the death and ruin that was deliberately inflicted on civilian infrastructure in Serbia during that nation's collective punishment for the crimes of Slobodan Milosevic. Here, was following the example set by George H.W. Bush, who killed hundreds, perhaps thousands, of Panamanian civilians in his illegal arrest of Manuel Noriega in 1988, and Ronald Reagan, who killed Moamar Gadafy's adopted 2-year-old daughter and 100 other civilians in a punitive strike on Libya in 1986.

 

    Junior Bush, of course, was about to outdo all those blunderbuss strokes with his massive air attacks on Afghanistan, which killed thousands of civilians, and the later orgy of death and destruction in Iraq. But he also wanted the power to kill individuals at will. At first, the assassination program was restricted to direct orders from the president aimed at specific targets, as suggested by the Clinton memos. But soon the arbitrary power of life and death was delegated to agents in the field, after Bush signed orders allowing CIA assassins to kill targets without seeking presidential approval for each attack, the Washington Post reported in December 2002. Nor was it necessary any longer for the president to approve each new name added to the target list; the "security organs" could designate "enemy combatants" and kill them as they saw fit. However, Bush was always keen to get the details about the agency's wetwork, administration officials assured the Post.

 

    The first officially confirmed use of this power was the killing of an American citizen, along with several foreign nationals, by a CIA drone missile in Yemen on November 3, 2002. A similar strike occurred on December 4, 2005, when a CIA missile destroyed a house and purportedly killed Abu Hamza Rabia, a suspected al-Qaeda figure. But the only bodies found at the site were those of two children, the houseowner's son and nephew, Reuters reports. The grieving father denied any connection to terrorism. An earlier CIA strike on another house missed Rabia but killed his wife and children, Pakistani officials reported.

 

    However, there is simply no way of knowing at this point how many people have been killed by American agents operating outside all judicial process. Most of the assassinations are carried out in secret: quietly, professionally. As a Pentagon document uncovered by the New Yorker in December 2002 revealed, the death squads must be "small and agile," and "able to operate clandestinely, using a full range of official and non-official cover arrangements to ... enter countries surreptitiously."

 

    What's more, there are strong indications that the Bush administration has outsourced some of the contracts to outside operators. In the original Post story about the assassinations -- in those first heady weeks after 9/11, when administration officials were much more open about "going to the dark side," as Cheney boasted on national television -- Bush insiders told the paper that "it is also possible that the instrument of targeted killings will be foreign agents, the CIA's term for nonemployees who act on its behalf.

 

    Here we find a deadly echo of the "rendition" program that has sent so many captives to torture pits in Syria, Egypt and elsewhere -- including many whose innocence has been officially established, such as the Canadian businessman Maher Arar, German national Khalid El-Masri, UK native Mozzam Begg and many others. They had been subjected to imprisonment and torture despite their innocence, because of intelligence "mistakes." How many have fallen victim to Bush's hit squads on similar shaky grounds?

 

    So here we are. Congress has just entrenched the principle of Bush's "unitary executive" dictatorship into law; and it is this principle that undergirds the assassination program. As I wrote in December, it's hard to believe that any genuine democracy would accept a claim by its leader that he could have anyone killed simply by labeling them an "enemy." It's hard to believe that any adult with even the slightest knowledge of history or human nature could countenance such unlimited, arbitrary power, knowing the evil it is bound to produce. Yet this is exactly what the great and good in America have done.

 

    But this should come as no surprise. They have known about it all along, and have not only countenanced Bush's death squad, but even celebrated it. I'll end with one more passage from that December article, which sadly is even more apt for our degraded reality today. It was a depiction of the one of the most revolting scenes in recent American history: Bush's state of the Union address in January 2003, delivered live to the nation during the final warmongering frenzy before the rape of Iraq:

 

    Trumpeting his successes in the Terror War, Bush claimed that "more than 3,000 suspected terrorists" had been arrested worldwide -- "and many others have met a different fate." His face then took on the characteristic leer, the strange, sickly half-smile it acquires whenever he speaks of killing people: "Let's put it this way. They are no longer a problem."

 

    In other words, the suspects -- and even Bush acknowledged they were only suspects -- had been murdered. Lynched. Killed by agents operating unsupervised in that shadow world where intelligence, terrorism, politics, finance and organized crime meld together in one amorphous, impenetrable mass. Killed on the word of a dubious informer, perhaps: a tortured captive willing to say anything to end his torment, a business rival, a personal foe, a bureaucrat looking to impress his superiors, a paid snitch in need of cash, a zealous crank pursuing ethnic, tribal or religious hatreds -- or any other purveyor of the garbage data that is coin of the realm in the shadow world.

 

    Bush proudly held up this hideous system as an example of what he called "the meaning of American justice." And the assembled legislators ... applauded. Oh, how they applauded! They roared with glee at the leering little man's bloodthirsty, B-movie machismo. They shared his sneering contempt for law -- our only shield, however imperfect, against the blind, brute, ignorant, ape-like force of raw power. Not a single voice among them was raised in protest against this tyrannical machtpolitik: not that night, not the next day, not ever.

 

    And now, in September 2006, we know they will never raise that protest. Oh, a few Democrats stood up at the last minute on Thursday to posture nobly about the dangers of the detainee bill -- but only when they knew that it was certain to pass, when they had already given up their one weapon against it, the filibuster, in exchange for permission from their Republican masters to offer amendments that they also knew would fail. Had they been offering such speeches since October 2001, when the lineaments of Bush's presidential tyranny were already clear -- or at any other point during the systematic dismantling of America's liberties over the past five years -- these fine words might have had some effect.

 

    Now the killing will go on. The tyranny that has entered upon the country will grow stronger, more brazen; the darkness will deepen. Whitman, thou should'st be living at this hour; America has need of thee. (Subtitle and/or emphasis added by Wolf Britain.)

What does it take: Presidential Job Description and Requirements
What does it take to be the President of the United States?

Does it take compassion and intelligence?

Does it take courage and vivaciousness?

Of course it takes a certain amount of understanding and experience, but often at these times, we forget just exactly what it is that the President of the United States is actually signing up for. So, I've decided to post what the traditional description and requirements are. Feel free to add more to it.... if you dare.


The Job Description and Requirements:


The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years, and, together with the Vice President, chosen for the same term, be elected, as follows:


No person except a natural born citizen, or a citizen of the United States, at the time of the adoption of this Constitution, shall be eligible to the office of President; neither shall any person be eligible to that office who shall not have attained to the age of thirty five years, and been fourteen Years a resident within the United States.


The President shall, at stated times, receive for his services, a compensation, which shall neither be increased nor diminished during the period for which he shall have been elected, and he shall not receive within that period any other emolument from the United States, or any of them.


Before he enter on the execution of his office, he shall take the following oath or affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States."


Section 2.


The President shall be commander in chief of the Army and Navy of the United States, and of the militia of the several states, when called into the actual service of the United States; he may require the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices, and he shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment.

He shall have power, by and with the advice and consent of the Senate, to make treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the advice and consent of the Senate, shall appoint ambassadors, other public ministers and consuls, judges of the Supreme Court, and all other officers of the United States, whose appointments are not herein otherwise provided for, and which shall be established by law: but the Congress may by law vest the appointment of such inferior officers, as they think proper, in the President alone, in the courts of law, or in the heads of departments.


The President shall have power to fill up all vacancies that may happen during the recess of the Senate, by granting commissions which shall expire at the end of their next session.


Section 3.


He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United States.

Bali Climate Talks

The Conference in Bali

 

Recently, there have been many articles concerning the UN conference held on the Indonesian Island of Bali. The goal of these talks was to create an alternative to the Kyoto Protocol, which was ineffective in gaining support from several industrialized countries, including the US and -- until recently -- Australia. Kyoto also failed to get developing countries on board, despite the fact that many, such as India and China, are major polluters.

 

An article published by NPR on December 3rd described the continuing reluctance of the United States to commit to global policies relating to climate change. Despite this reluctance, however, delegates have agreed to adopt a plan by 2009 which would help minimize the effects of global warming. The plan will set limits on industrialized countries' emissions, as well as create a system for helping developing countries to cut emissions and preserve their natural resources.

 

This future agreement may be more likely to gain universal acceptance than was its predecessor, which -- by excluding developing countries -- created fears of free riders. However, unless delegates can assure that the rate of economic development in developing countries will not be hindered, the proposal will never be universally accepted. As Lieber points out, the leaders of developing countries are more focused on achieving decent standards of living for their citizens, than setting emissions standards. During the Bali conference, the delegate from India pushed for an amendment which would encourage technology transfer from developed to developing countries. According to the EPA, the United States efforts in this area already extend to most corners of the world -- to countries such as Mexico, China, South Africa, and Indonesia. Expanding technology transfer programs would be a great way to ensure continued economic development for developing countries.

 

I was interested to read about the comment from Papua New Guinea's delegate. "We seek your leadership," he said to the United States' delegate, "But if for some reason you are not willing to lead, leave it to the rest of us. Please get out of the way." His comment was greeted with applause.

 

An Opportunity for the United States

 

Hilary Clinton argued in her essay published in the journal Foreign Policy, that the failure of the United States to address climate change through environmental policy thus far has called our ability as a world leader into question. Our first priority should now be to restore our credibility by taking responsible measures to address the problem of global warming on both a domestic and international scale. As evidenced by the need for the Bali Conference, past international measures towards environmental sustainability have had many shortcomings. We have now learned from these mistakes, however. The Bali Conference was a great chance for the United State's to start leading the world on the critical issue of global warming. Hopefully, for the sake of the United States reputation and for the health of the earth, the United States delegates will agree to play a large role in helping to create the plan to help fight global warning. In addition, as Mitt Romeny points out in his essay for the Foreign Policy journal, these measures will also be best for our national defense, economy, and foreign policy.
