I'm not sure another New Deal is needed, but there needs to be some government restructuring.  Bureaucracy is supposed to be organized, un-biased, and efficient, but all they seem to be are incompetent, slow, and biased to the party that's more "charitable."

By the way, how did the US government tax before the income tax?  I've tried a few web searches, but all I've gotten was that income taxes had been introduced as early as the War of 1812.
