I agree and want to make a comment somewhat in disagreement. I believe that art is what you make it and that anything can be art, depending on who's looking at it. The deviation of a formula in math can be art to mathematicians, the diagram of a cell for biologists, etc. Art is whatever you want it to be.
HOWEVER. Art doesn't make it good. That's a matter of opinion and in that, I am with you. A lot of people (perhaps including myself, as it's all a matter of interpretation),don't put effort into their art, specifically poetry. I also think it's not necessary. For some people, it's a casual hobby, for others it's a serious matter they put their life into.
I try to take my writing as a serious effort, but a writer must understand that they will not always, and certainly not by everyone, be taken seriously. It's a matter of opinion and point of view, after all. I could put all my effort into a piece of writing and you could call it crap. It's just how it is.
Finally, I agree people really need to learn to look past the words. There can be so much more that isn't said, and that is often- if not always- most important.
I am somewhat afraid to use metaphors and somewhat because my lack of faith in people leads me to believe they just wont get what I'm trying to say.. however if they're the type of person that doesnt look past the surface, I suppose it doesn't matter anyway. I think it's perhaps a subconscious thing, but anyways.
I get mad too sometimes, it's okay. : P
