This makes no sense to me, and is in fact quite sad.  Cities are cracking down on charities that feed the homeless, adopting rules that restrict food giveaways to certain locations, require charities to get permits or limit the number of free meals they can provide.

I would love to know what the reasoning behind this is, because I can't think of one.

It's a lot like the "protest zones" of the 2000 and 2004 inaugurals with 12-foot walls.

As for the homeless, IMO longer-term assistance would be better than, say, one meal. NOW on PBS had a story about a housing program, for example.

I used to be part of a group that gave free meals to people by the homeless shelter in downtown Phoenix. One time a police officer actually ripped a plate away from a homeless guy. Apparently we were violating some zoning rule by feeding people in a vacant lot.
