What is the significance of the men having their masks on backwards?
A tradition with public nudity would last about fifteen-minutes here in the states!

there in the states maybe it's pretty normal but here it is not, asian people are pretty muh conservative when it comes to nudity/sex.  if u got to the beach or resorts here, you'll see ladies wearing shorts and tank tops swimming, not much for the eyes.  but too much white flesh makes one really jaded

What does this tradition Mean?

It started as a protest during the Martial Law times, around 1977.    Marcos banned a movie that depicted human rights abuses, the movie's title is "Hubad na Bayani"  (Naked Hero).  Members of a fraternity, Alpha Phi Omega, streaked around the campus. They were chased by the police but they e;uded arrest.

 

Now, the Oblation Run is held as a protest of government excesses and abuses.
