She needs to call the police the next time anything happens. If he threatens her in anyway she can put a restraining order on him so that if he gets close after that she can send him to jail. Even if it's only for awhile. If there is no record of him doing anything then he'll get off scott free. Just be as supportive as possible and make sure she's not alone.

Ok, this is the best idea I could think of on very little sleep...

Make sure she keeps a phone by her bed and something to use as a weapon close to hand.  A knife, a ball bat, anything.

Then if you both have laptops or computers in your rooms, then have her hook a webcam up to hers that points at her bed.  Then you can check on her while she is sleeping.  If you see anything funny, you can call the police.

If she has any of his phone conversations recorded, tell her to take them to the police station.  It's evidence if she has proof of him threating her.
